Salam Sejatera, Selamat malam.


Alhamdullilah, saya rasa amat bersyukur ke hadrat Allah SWT kerana dengan limpah kurnia-Nya kita dapat bersama-sama meraikan SCS EXCELLENCE NIGHT 2016.


Terlebih dahulu, saya mengucapkan setinggi-tinggi terima kasih kepada Yang Amat Berhormat Ketua Menteri dan Yang Amat Berbahagia Datin Patinggi Datuk Amar Hajah Jamilah Binti Anu kerana sudi bersama-sama kita pada malam ini. Sesungguhnya Kehadiran YAB Ketua Menteri dan Yang Amat Berbahagia Datin Patinggi amat bererti dan sangat dihargai oleh seluruh warga perkhidmatan awam.  


Terima kasih juga saya tujukan kepada semua tetamu kehormat dan para jemputan kerana dapat meluangkan masa untuk bersama di majlis bagi menyokong dan menghargai sumbangan serta pengorbanan penjawat awam dalam membangun negeri untuk meningkatkan tahap kesejahteraan dan kemakmuran rakyat Sarawak.


YAB Ketua Menteri dan para hadirin sekalian,


1.        If 2016 was a challenging and difficult year for the global economy, the situation is likely to get tougher in 2017. As the Chief Economist for the World Bank warned, emerging economies such as Malaysia must “fasten its seat belt as the road ahead will be very bumpy”.  We in Sarawak, will not be spared. The global economic slowdown, the collapse of oil and gas prices and the falling value of the ringgit will all have adverse impact on our economy. In these difficult and challenging times, it is the civil service that will have to do more, achieve more, and deliver more to ensure continuous progress. Each and every one of us has to increase our productivity, our ingenuity and our creativity to deliver more than what we have done before.


2.        I am glad that over the last year we have done an excellent job. Thus far, the Civil Service has been able to deliver and implement many projects in various scales for the benefit of the Rakyat, and materialised the government development agenda such as the Rural Transformation Program (RTP) and Pan Borneo Highway to name a few.


The inclusive approach that the State Civil Service has done through Sejiwa Senada Program this year, has indeed facilitated the Rakyat to have better access not only to various services available but also in understanding various government projects and program that are meant to leverage the well-being of the rakyat as a whole and for the development of the State in particular.


The diligent and dedication of the State Civil Service is evident with various recognitions and award achievement that it has acquired along the year in various field.


Our services will always be measured by our commitment and by our ability to address complaints effectively and speedily. Therefore let us keep our eyes and mind always open to such challenges and continue to treat our SCS WhatsApp Complaint Management, Talikhidmat, and other channels of complaint as our food, our KFC, our laksa in order to keep us going as High Performing Civil Service with the philosophy “An Honour to Serve”.


3.   Tonight is another milestone for SCS with the launching of Sarawak Civil Service Leadership Institute. This will be the central learning and development institution for the State Civil Service. The vision of the Leadership Institute is to build leaders that can make a difference to our society and country. That is why our theme tonight and the tag line of the Leadership Institute is “Building Leaders of Excellence”.  This vision is intimately linked with the whole purpose of SCS, which is to uplift and empower the people of Sarawak so that they can benefit from the development that is taking place around them.


4.        Through the Institute’s flagship High Performing Leaders (HPL) program, SCS leaders will be equipped with the capacity and capability to bring progress to our society and our country.  Different HPL programs will be developed to train leaders of different strata of the State Civil Service so that officers of all levels of the service will be efficient and effective in executing their tasks and responsibilities at their respective levels.


5.   The programs of Leadership Institute will also be aligned to facilitate the transformation of the State Civil Service and to contribute towards the State’s agenda of achieving ‘High Income and Developed State’ status by 2030. The programs will focus on seven key areas, namely: leadership; financial management; project management; legal and statutory compliance; event management; macroeconomics and sectorial planning; and parliamentary procedures. By being competent in these key areas should make officers in the civil service to be more productive and to contribute more effectively towards the achievement of our YAB Chief Minister’s vision for Sarawak to be a Progressive and Prosperous State by 2030.





6.     Leadership Institute will leverage on the knowledge, skills and experience of both current and past officers from the Civil Service to be facilitators. This means that Head of Departments will also be the key resource people for the Institute. By doing so, training will be more practitioner-oriented and directly relevant to the civil service. Additionally, the learners will not only benefit from the explicit knowledge of the facilitators, but also their tacit knowledge which will be valuable to the learners. I hope that our officers will take this on as one of their core responsibilities and contribute to the development of the next generation of leaders.


7.    Leadership Institute will also forge partnership and work with local and international Centres of Excellence in the field of human capital development to explore trends and innovations in Public Service and share these with our officers. So far The Institute has established nine partnerships with various parties so as to be able to access renowned subject matter experts from all over the world and bring them to Sarawak to conduct critical programs. The partners, who are here with us tonight, include: Human resource Development Fund; Shell Malaysia; Razak School of Government (RSOG); The International Institute of Public Policy and Management (INPUMA); Curtin University Sarawak; Swinburne University of Technology Sarawak; Public Governance International (PGI); Japan International Corporation Agency (JICA); UNIMAS; and UiTM Sarawak.  We will continue to seek out strategic partners and establish collaboration with them to leverage on their expertise.


8.        The Institute will also provide a forum to bring together Senior Officials, Policy Makers, Political Leaders, HR Experts and other relevant parties  to share and exchange their ideas, knowledge and expertise or to discuss and  deliberate on  issues facing the State Civil Service and generate solutions to these issues.  


9.        I see Leadership Institute as a partner for every civil servant in their quest to develop themselves and grow with the service. As an officer progresses in his career, the skill sets that he or she requires will change. I wish to welcome all civil servants in the state to our new Institute and to be part of an exciting and enriching new experience in learning and people development.

10.    Tonight is SCS Excellence Night. Tonight we celebrate and give recognitions for excellent services by civil service throughout the year through various awards that will be awarded. Syabas and congratulations to all the winners.


I also wish to take this opportunity to thank all Heads of Departments and their officers for their excellent services and for the continuous support and commitment to deliver the best service to the rakyat. I know we have challenges in doing our job especially in terms of resources, but despite this, all of you have done well to respond excellently to complaints from the public and solve their problems and to deliver projects and programs that benefit the people. Thank you all for the great job!! You are the unsung heroes because you responses to the public’s needs have made a difference to the life of our people.


11.    On behalf of the Civil Service, I wish to say thank you to YAB Chief Minister and his Cabinet members for their confidence in us and we pledge to improve our service all the time. Tonight is a special night for Civil Servants. It is so special that the arrangement we made for our event is also out of the ordinary. Thank you to the people who were behind the idea and the organisation. Thank you everyone and have an enjoyable and memorable night of Excellence.


As we approach the end of the year 2016 and we are at the beginning of 2017, I would like to take this opportunity to wish everyone Merry Christmas and Happy New Year.
