WELCOMING REMARKS

 

Alhamdullilah, marilah kita bersama-sama memanjat kesyukuran ke hadrat Allah SWT kerana dengan limpah izin-Nya kita dapat bersama sekali lagi meraikan Hari Perkhidmatan Awam Negeri Sarawak pada pagi ini. Semoga perhimpunan kita pada pagi ini akan menambahkan lagi keazaman kita untuk mempertingkatkan mutu penyampaian perkhidmatan kita kepada rakyat.

 

Bagi pihak semua anggota Perkhidmatan Awam, saya terlebih dahulu mengucapkan setinggi-tinggi terima kasih kepada Yang Amat Berhormat Datuk Patinggi (Dr) Abang Haji Abdul Rahman Zohari bin Tun Datuk Abang Haji Openg, Ketua Menteri Sarawak kerana sudi bersama-sama kita sekali pada hari yang penuh bermakna bagi penjawat awam dan terus memberi sokongan dan keyakinan terhadap peranan dan tugas kita sebagai penjawat awam serta sumbangan kita kepada keberkesanan kerajaan dan kesejahteraan rakyat. Kita juga bertuah hari ini kerana buat julung kalinya Yang Amat Berhormat Ketua Menteri sejak menerajui sebagai Ketua Menteri dapat bersama kita di Hari Perkhidmatan Awam dan seterusnya menyampaikan amanat dan saranan beliau kepada kita semua.

 

Terima kasih juga saya tujukan kepada Yang Berhormat Timbalan Ketua Menteri, Yang Berhormat Menteri-Menteri, Menteri-Menteri Muda dan Ahli-Ahli Yang Berhormat dan semua yang hadir kerana dapat meluangkan masa untuk bersama kita serta kehadiran tuan-tuan dan puan-puan semua sudah tentunya akan meniup lagi semangat kepada Penjawat Awam di Negeri Sarawak.

I am also happy to extend my warm welcome and sincere appreciation to all members of our civil services that are present here today. To the thousands that cannot join us here physically but are with us in heart and spirit, I send all of them our fondest regards.

 

As the Head of the Civil Service, I am very proud to all of you for your contributions and commitment and dedication in carrying out your duties and responsibilities that have been entrusted upon you.

 

Civil Service Day is a celebration to acknowledge the significant contribution made by our Civil Servants for the development of Sarawak. It is also an opportunity for all of us in the Civil Service to reaffirm our collective commitment to serve our State, our country and our people to the utmost best of our abilities.

 

 

ROLE OF CIVIL SERVANTS

 

As Civil Servants, we serve the rakyat and the government of the day. Our credo” An Honour to Serve” is a clarion call to do our job with passion, dedication and full commitment. If all of us truly understand and appreciate our job, we will find it immensely enriching, meaningful and satisfying.

 

TRANSFORMATION OF THE CIVIL SERVICE AND THE STATE

 

YAB Ketua Menteri, sidang hadirin yang saya hormati sekalian,

 

I think it is timely for me to recap our on-going transformation of the State and the Civil Service which has been an exciting and satisfying journey so far. We needed to transform as we were faced with an increasingly globalised and competitive environment. New and complex challenges, rapid changes in technology, the rising expectations of our rakyat, and increasing resource constraints were just some of the forces that demanded a different approach in the way we worked. Our capacity to respond and adapt to these unavoidable forces are essential if we were to remain relevant and responsive in our service to the people and ensure Sarawak’s progress. We have started our journey way back in 2010 through the transformation of the Civil Service in performance and service delivery to support the government agenda. The objective of the government agenda was to achieve high income state by 2030 and to reduce the income disparity and ultimately to improve the quality of life of the rakyat. This is done through Socio-Economic Transformation and Rural Transformation. 

 

 

Civil Service Transformation Action Plan

 

The State Civil Service introduced its Sarawak Civil Service (SCS) 10-20 Transformation Plan for a period from 2010 to 2020 with a vision of achieving World Class Service to the rakyat. The Federal Government did likewise, and introduced other transformation initiatives, such as National Blue Ocean Strategy (NBOS) and the Government Transformation Plan (GTP). The State and Federal agencies in Sarawak work closely hand-in-hand to deliver much needed projects and programmes such as the dilapidated school development projects, disaster relief and joint enforcement of illegal logging and illegal immigrant, just to name a few. Most of these projects are deliberated and planned in the labs such as our High Performance Team (HPT) Retreats and the Key Focus Areas Initiatives.

 

I am happy to report that our Civil Servants have come to embrace the transformation plan under SCS 10-20 and NBOS with an open and receptive mind and they have taken the necessary initiatives to implement the plan and make things happen.

 

Facilitating Economic Growth

 

YAB Ketua Menteri dan sidang hadirin yang dihormati sekalian,

 

Pada hari ini, sempena menyambut Hari Perkhidmatan Awam, saya juga ingin melapor beberapa perkara berkaitan dengan prestasi pertumbuhan ekonomi, projek-projek dan inisiatif-inisiatif yang telah dilaksanakan oleh perkhidmatan awam dalam transformasi negeri.
 
We manage to sustain our economic growth at an average of 4.0 percent per annum despite the slowdown in the global economy. Our economic resilience is attributed to our visionary leaders that have taken bold steps to ensure continuous growth in our economy. Various development initiatives to transform the State economy and continuous improvement and transformation in our service delivery as well as the creation of an attractive investment climate have boosted investors’ confidence in Sarawak. This has resulted in increase in Foreign Direct Investment as well as sustain our State Economy growth.

 

The projects under the Sarawak Socio-Economic Transformation Programme implemented in the 11th Malaysia Plan which includes infrastructure and social projects, Sarawak Corridor of Renewable Energy and also the Rural Transformation Projects as well as the Key Result Areas are those that continue to contribute to the growth of the State.

 

We are now half way through our 5-year 11th Malaysia Plan. Out of 1,284 projects both State and Federal, 70 percent or 905 are already at various stages of completion and implementation and those projects are still on-going are expected to be completed as scheduled. The balance is expected to be completed within the next two years before the end of the Malaysia Plan.

 

As for Rural Transformation Projects or RTP which commenced in 2015, a total of 2,987 projects have been completed to date. Implementation of these projects involved 38 agencies statewide. These Rakyat centric projects have really transformed the rural landscape and well-being of the rakyat.

Sarawak Civil service and the digital economy agenda

 

Today, we are about to embark on the dawn of the new era. A journey of disruptive change through digital technology. The reason why we are taking this journey is because we need to accelerate further our economic growth, to reduce socio-economic divide and to create new and more job opportunities for our people.

 

On this note, we are grateful to our Yang Amat Berhormat Chief Minister for his vision and courage to reengineer our society through Digital Economy. It was Yang Amat Berhormat’s idea and he is the Chief and the Champion of our Digital Economy agenda. Yang Amat Berhormat Ketua Menteri has personally presented the case for Digital Economy in the  Dewan Undangan Negeri Sarawak led our engagement with captains of industries, has spoken to civil servants and the rakyat on various occasions to explain why Sarawak need to go digital.

 

On behalf of the Sarawak Civil Service, I would like to reassure the YAB Chief Minister that we fully support the digital government initiative, and will implement its programs and initiatives as directed by the Government. This is why the theme today chosen for the Civil Service Day this year is “Digital Government driving Digital Economy” #sDGov.

 

In response to the Government’s Digital Economy agenda, the State Civil Service is advancing its approach on ICT from Electronic Government (EG) to Digital Government (DG). Electronic Government focuses on internal improvements such as efficiency and productivity and online service delivery, with the Civil Service at the centre of it all. Digital Government, on the other hand, is about to embrace leading-edge ideas and technologies, such as mobile computing, cloud computing, big data analytics, to disrupt, change and drastically improve its service all for the benefit of the community for better consumer experience and for the business sector in ease of doing business.

 

The State Civil Service is now developing new development modules to prepare the Civil Servants for culture change to support the Digital Economy. Practically all Civil Servants, especially those from the Support Group 1 and above are now ICT-savvy. That is, they are able or required to use ICT tools and system in their daily work. But we are going further. In 2018, the State service will introduce a new development module called digital acumen. This is to ensure that its employees can understand, appreciate, and adopt radical (and possibly disruptive) ideas and technologies to enable digital government to flourish in the Sarawak.

 

As a start, the State Digital Economy document that will be launched by Yang Amat Berhormat Ketua Menteri in a short while which was developed wholly in-house by the Sarawak Civil Service. This shows the commitment and readiness of the Civil Service to embrace the Digital Economy is there.

 

Among the significant initiatives proposed under digital government is the creation of “Service Sarawak” as a platform to provide truly one-stop and seamless frontline services of the State Government. Service Sarawak will provide frontline services on behalf of all State agencies, and will greatly facilitate the ease of doing business in the State.  When launched towards the third quarter of 2018, this will revolutionise government service delivery: an implementation of the “no wrong door” and “one government at your service” policies.

 

YAB Datuk Patinggi dan sidang hadirin yang saya hormati sekalian,

 

In conjunction with the launching of Sarawak Multimedia Authority today, Yang Amat Berhormat Ketua Menteri will unveil for the first time The Sarawak Digital Economy Strategy 2018-2022. This document will clearly spells out the Vision, Mission and Strategies of the State Digital Economy. The details of the document which also contains 47 Strategic Actions will be made available to everyone after the launching.

 

The Sarawak Multimedia Authority (SMA), when launched, will be the Lead Agency for Sarawak Digital Economy Transformation.

 

YAB Ketua Menteri dan sidang hadirin yang saya hormati sekalian,

 

ANUGERAH KUALITI PERKHIDMATAN AWAM NEGERI SARAWAK (AKPANS)

 

Sempena dengan Hari Perkhidmatan Awam juga pada tahun ini, kita akan menyampai Anugerah Kualiti Perkhidmatan Awam Negeri Sarawak (AKPANS) yang merupakan pengiktirafan kepada agensi Perkhidmatan Awam yang cemerlang dalam bidang keberkesanan tadbir urus, operasi dan penyampaian perkhidmatan kepada pelanggan. Anugerah ini telah mula dilaksanakan sejak tahun 1994 manakala Anugerah Tahunan telah mula diperkenalkan pada tahun 2010.

 

Jumlah penyertaan Anugerah Kualiti Perkhidmatan Awam Negeri Sarawak (AKPANS) pada tahun ini dalam pelbagai kategori ialah sebanyak 263 agensi. Ini merupakan penyertaan terbanyak dalam sejarah Anugerah Kualiti Perkhidmatan Awam Negeri Sarawak.

 


PENCAPAIAN PANS 2017

 

Saya ingin juga memaklumkan di sini bahawa gerakan inisiatif kualiti Kerajaan Negeri telah menghasilkan pencapaian yang amat membanggakan. Sejak gerakan ini kita mulakan pada tahun 2010, kita telah mendapat 9 pingat emas di pertandingan peringkat antarabangsa. Yang terakhir sekali, pada tahun ini, satu lagi agensi, iaitu,  Lembaga Pelabuhan Miri bersama dengan Jabatan Bomba dan Penyelamat Malaysia Bahagian Miri telah memperolehi Anugerah Emas pada International Convention Quality Control Circle 2017 di Manila pada Oktober 2017. Saya mengucapkan syabas kepada mereka yang telah berjaya dalam pertandingan kualiti di antarabangsa.

 

Saya juga mengambil kesempatan ini untuk mengucapkan tahniah kepada semua yang telah menyertai pertandingan anugerah kualiti pada tahun ini dan kepada mereka yang menang, teruskanlah kecemerlangan untuk mengekalkan tahap penyampaian perkhidmatan yang terbaik.

 

Pada Hari Perkhidmatan Awam tahun ini, kita juga memberi pengiktirafan kepada penjawat awam yang ‘exemplary’ yang telah menunjukkan prestasi cemerlang dan memberi sumbangan yang terbaik kepada organisasi dan masyarakat serta mempamer budaya kerja dan kelakuan yang secara berpasukan yang ikhlas dan berintegriti.

 

Anugerah Pegawai Contoh – Exemplary Officer ini dibahagi kepada 4 kategori Negeri dan 4 kategori Persekutuan iaitu Kategori Sokongan 1 & 2, Kategori Pegawai dan Profesional dan Kategori Pengurusan Tertinggi. Saya ucapkan tahniah kepada pegawai yang telah dipilih sebagai Pegawai Contoh 2017. Semoga dengan penganugerahan ini akan menjadi tauladan dan model kepada penjawat awam yang lain.

 

YAB Ketua Menteri dan Sidang Hadirin yang dihormati sekalian,

 

Sempena dengan Hari Perkhidmatan Awam 2017, kita turut mengadakan pameran berkenaan peranan dan fungsi Sarawak Multimedia Authority (SMA), sebuah agensi baru kerajaan serta pameran yang berkaitan dengan Sarawak Digital Economy Strategy 2018-2022 di luar dewan ini nanti. Janganlah lepaskan peluang untuk melawat dan memahami segala aspek Ekonomi Digital Negeri Sarawak.

 

Akhir kata, saya mengambil kesempatan ini untuk sekali lagi mengucapkan setinggi-tinggi terima kasih kepada Yang Amat Berhormat Ketua Menteri kerana sanggup berkampung sepanjang pagi ini bersama kita di Hari Perkhidmatan Awam Negeri Sarawak tahun 2017 serta berkongsi visi, misi dan hasrat Ekonomi Digital.

 

Terima kasih juga kepada semua Dif-Dif kehormat dan penjawat awam yang turut hadir bersama bagi merayakan Hari Perkhidmatan Awam 2017. Kepada semua petugas termasuk koir tadi, yang terlibat dalam penganjuran Hari Perkhidmatan Awam ini, saya ucapkan syabas dan setinggi-tinggi penghargaan.

 

Sebelum mengundur diri, saya mengambil kesempatan ini untuk mengucapkan Selamat Tahun Baru 2018 kepada semua penjawat awam dan Selamat Hari Krismas kepada mereka yang akan merayakannya.
